The Widgery Report on Bloody Sunday

"There is no reason to suppose that the soldiers would have opened fire if they had not been fired upon first. Soldiers who identified armed gunmen fired upon them in accordance with the standing orders in the Yellow Card. Each soldier was his own judge of whether he had identified a gunman. The firing by soldiers was aimed at gunmen who, with one exception, are alleged by the soldiers to have been identified as handling or throwing bombs or rifles."
