General Dallaire's 'Genocide Fax' to UN Headquarters

"Force Commander put in contact with informant by very, very important government politician. Informant is a top level trainer in the Interahamwe armed militia of MRND... He has been ordered to register all Tutsi in Kigali. He suspects it is for their extermination. Example he gave was that in 20 minutes his personnel could kill up to 1000 Tutsi... Informant states he disagrees with anti-Tutsi extermination... Request for guidance: Should I meet with the informant as he is requesting? Should I inform the SRSG and Force Commander? I await your guidance."

Major-General Roméo Dallaire, Force Commander of the United Nations Assistance Mission for Rwanda (UNAMIR), cable to UN Headquarters, New York, 11 January 1994. The cable is addressed to General Baril at the UN Department of Peacekeeping Operations, then headed by Kofi Annan.
